What does AT&C losses (aggregate technical and commercial losses) mean?

AT&C losses combine technical losses (energy lost as heat in wires and transformers) and commercial losses (theft, faulty meters, unbilled supply and bills not collected). The Indian formula is AT&C loss = 1 minus (billing efficiency x collection efficiency), where billing efficiency is energy billed / energy input and collection efficiency is money collected / amount billed. Example: 100 units enter the network, 85 are billed and 90 percent of the billed amount is collected, so AT&C loss is 1 minus 0.85 x 0.90 = 23.5 percent. India's Ministry of Power tracks it for each state distribution company, and national schemes such as the Revamped Distribution Sector Scheme link funding to cutting it, through smart meters and better billing.
